What is PPWR?

PPWR (Regulation (EU) 2025/40) applies from 12 August 2026 (phased). The EU harmonised packaging label (Article 12) applies from 12 August 2028 or 24 months after the Commission implementing acts enter into force (whichever is later).

Labeling Requirements

PPWR Article 12 sets an EU harmonised label framework, with detailed design specifications set by Commission implementing acts. National rules continue to apply until then.

Void-Space Limits

PPWR Article 24 limits empty space in packaging to 50% maximum for e-commerce, grouped, and transport packaging effective from 2030.

Recyclability Standards

PPWR Annex II establishes official recyclability performance grades. PPWR Copilot uses internal tiers (HIGH/MEDIUM/LOW) to help assess 2030 readiness. Packaging below 70% recyclability may face restrictions from 2030.
