PPWR uses manufacturer-led internal production control, and conformity assessment work may be carried out by the manufacturer or on its behalf. PPWR Copilot performs the agreed review and documentation work: the Article 38 and Annex VII documentation trail, and the Article 39 and Annex VIII declaration prepared for the manufacturer's review and signature, with missing evidence and unresolved points clearly flagged. The responsible manufacturer verifies the final evidence, approves and issues the Declaration of Conformity, and retains legal responsibility.
