What is PPWR and when does it apply?

The Packaging and Packaging Waste Regulation (PPWR) is EU legislation setting new environmental standards for all packaging placed on the EU market. Most core obligations start applying from 12 August 2026, with additional measures (recyclability, recycled content, reuse) phased in afterwards. It applies to manufacturers, importers and distributors selling packaged products across the EU. The UK is following its own path via the Environment Act and related regulations.

Which recycling icons do I need?

Required markings depend on your materials, components and target markets. Material identification codes are based on Decision 97/129/EC (e.g. PAP 21, PET 01, PP 05). Several countries (such as France, Italy and Spain) layer on their own recycling and collection symbols and wording. PPWR Copilot helps you map each component to material codes and shows you which types of symbols and disposal text are typically required in each market, so your designers and compliance partners can finalise the artwork.

How is void-space calculated?

Void-space = (Package Volume – Product Volume) / Package Volume × 100. PPWR Article 24 sets different rules by packaging category: grouped, transport and e-commerce packaging have a 50% maximum (from 2030); sales packaging must be "minimum necessary" with no fixed percentage. PPWR Copilot runs category-aware calculations, so you can quickly flag SKUs that may need design changes.

Will Amazon accept PPWR Copilot dossiers?

Our dossiers are structured to support Amazon's EU packaging compliance workflows: they include packaging specs, material codes, void-space calculations and country-by-country labelling information in one place. However, we cannot guarantee acceptance by Amazon, customs or any third party. Final decisions always rest with the platforms and authorities. PPWR Copilot's role is to organise your data and documentation so you can respond quickly and consistently.
